I heard that such a warning had been issued, but I didn’t receive anything either directly from the FCC or through the ARRL. It was also reportedly issued to users of FRS radios, but unless it’s through the news media, I don’t know how they would get notified. There is of course nothing new about our being prohibited from using radios to commit crimes. Seems to me that we’re also not supposed to commit crimes with our guns, cars, knives, tire irons, dangerous chemicals ….

Here's the link to the FCC Enforcement Advisory. In addition to amateurs, they included Personal Radio Services licensees so I read it as being geared more toward FRS/GMRS users, i.e., those who would either have currently or could easily obtain any of the small, inexpensive radios often discussed here for hunting and other relatively short-range uses.

Amateurs may have been included due to the proliferation of inexpensive portable radios which cover a wide range of frequencies outside the VHF and UHF ham bands to include FRS and GMRS such as the Baofeng. That said, I can't say that I cannot recall ever seeing or hearing of a similar advisory.
