We're talking about oil drilling ban, meaning no drill. By "refuse to allow it to be implemented", you're saying, "Drill, baby, drill", which is not allowed under the law. You have 2 options.
1. Work to unban it through Congress.
2. Work through the court by appealing.

runs out of cash, they impose a levy of up to $1B (IIRC) collectively on every private insurer, and if that isn’t enough money, on EVERY HOLDER OF INSURANCE IN CALIFORNIA.

Rick LeeI can't imagine any insurer is going to just roll over and cough up $1 billion to CA because CA says they have to. That's going to be an epic court battle and drag on for years .... while more insurers flee the state.
