I've never been down there, but if it's the hell hole people say it is, why do millions of people go there (and seem to keep going back)?

Or have never traveled to anywhere else. 80F at the Beaches in Cancun is still a hell of a lot nicer than 10F in Michigan, despite being surrounded by bums and beer bottles on the beach!
