stoic-oneI'm not really aware of anywhere where you can't find people that "failed up".
And by "failed up" I mean people moving around in a company or whatever, with ever decreasing workloads, just so someone/division/department can get rid of them.
Perhaps smaller companies that can't afford to keep slackers or f'ups...

HayesGreenerI attended a leadership seminar many years ago where the instructor referred to them as "operational bastards". I have not heard a better term. I had a general once say that your people are A's, B's, and C's. A's carry most of the weight, B's march along and do what's asked, and you are going to get some C's, but it's best to avoid them.
All quality of service or work is determined by Recruitment, Selection, Training, and Discipline (positive or negative). Cut corners on any of those and you pay a price. Use the Chick Fil A personnel model and you get superior service.

WoodmanA close and good friend told me this of the main branch employees at a big city municipal library where she worked as volunteer coordinator:
10% of the people did 90% of the work. Of the 90%, some would sit at their desks reading magazines all day. Completely ignore any request to complete a task. And were not bothered, as anything they did would become FUBAR.
Once you're in, past the 3-months or whatever, it is virtually impossible to get fired.

Look at the employees leaving government buildings and corporate buildings at quitting time. The misfits to mainstream ratio difference between them is pretty obvious.

Perhaps, but I can think of four or five things, right off the top of my head, that I personally witnessed in the private sector, that were mind-bogglingly brain-dead. I mean
