You can, at least for most calls, most of the time. Hotspotting doesn't affect that. Apparently, in Verizon's 3G and more ancient tech, calls and data shared the same radio/signal and if one was using it, the other couldn't. This setting tells the phone to get with the late 20th century, and, if the data is on 4G LTE and doesn't need that 3G radio, keeps connected during the call.
I used to get cut off with incoming calls, then I found
Nirvana that setting.
