Don't know, but could be used to install springs and vacuum cleaner belts.

I have something similar for my edger, it holds the edger head so you can take the nut off to change blades

I know exactly what that is, I have one too. It's a fire log stoker for a portable fire pit. They're great for burning your arm hair off.
