How to? : Transcribe Twitter videos into editable text file

For Windows 11 and for Android, do you recommend a good application for this/

so you can read and understand X videos that are hard to hear or spoken in unintelligible accents/dialects. ?

If your X subscription includes Grok, you can you use Grok to transcribe the audio from another language or clear up lower quality audio. Tell Grok to "transcribe this video (x.com/____) into english"
