A question about a bill my daughter got
When I was living in Idaho the city would either repair, replace or add a sidewalk and would charge the homeowner whose house was in front of that sidewalk. Never had heard of such a thing but I guess its out there.

I can't comment as to the OP's state, but in small town MN it is very common for homeowners to be assessed a portion of the costs for infrastructure improvements on their street, water main replacement, resurfacing, curb and gutter work etc. Normally, they are given the option to pay it up front, or have it 'assessed' to their property taxes.

In either case, it is added to the title, so a title search *should* have revealed it.

Same in some small towns in Iowa. It can be good to check with the city about planned work before buying a property. Some people in my city purchased home and a few months later got hit with a special assessment to have their road, sewer, and gutters rebuilt.
