Not according to BATFE's July 7, 2009 Open Letter to Federal Firearms Licensees. Since the lower does not have a shoulder stock, it is not a rifle or shotgun, and since it does not have a short stock designed to be gripped with one hand, it is not a pistol or revolver. Since it does not meet the tests to be a pistol, revolver, rifle, or shotgun, it is classified as "other firearm." As to shipping via the US Mail, the USPS says non-licensees can only ship rifles and shotguns via the US Mail (see link to Pub 53, section 43 on page 1). If you attach a shoulder stock, you can ship as a rifle. If you attach only the grip, its a handgun and a nonlicensee can't ship handguns via the US Mail.
