FBI agents from Little Rock, Ark., where the Foundation was started, have taken the lead in the investigation and have interviewed at least one witness in the last month, and law enforcement officials said additional activities are expected in coming weeks. The officials, who spoke only on condition of anonymity, said the probe is examining whether the Clintons promised or performed any policy favors in return for largesse to their charitable efforts or whether donors made commitments of donations in hopes of securing government outcomes. The probe may also examine whether any tax-exempt assets were converted for personal or political use and whether the Foundation complied with applicable tax laws, the officials said. One witness recently interviewed by the FBI described the session to The Hill as “extremely professional and unquestionably thorough” and focused on questions about whether donors to Clinton charitable efforts received any favorable treatment from the Obama administration on a policy decision previously highlighted in media reports. The witness discussed his interview solely on the grounds of anonymity. He said the agents were from Little Rock and their questions focused on government decisions and discussions of donations to Clinton entities during the time Hillary Clinton led President Obama's State Department. The FBI office in Little Rock referred a reporter Thursday to Washington headquarters, where officials declined any official comment. Nick Merrill, a spokesman for Hillary Clinton, and Craig Minassian, a spokesman for the Foundation, did not immediately return calls or emails seeking comment Thursday evening. But the Foundation and Merrill have previously told The Hill that the Clintons never traded any government policy decisions for donations and that the continued focus on the issue was solely designed as a conservative distraction from President Trump's Russia election probe. Former Clinton White House aide Bruce Lindsey, who oversees the Foundation, also did not respond immediately to an email seeking comment. The Wall Street Journal reported late last year that several FBI field offices, including the one in Little Rock, had been collecting information on the Clinton Foundation for more than a year. The report also said there had been pushback to the FBI from the Justice Department. A renewed law enforcement focus follows a promise to Congress late last year from top Trump Justice Department officials that law enforcement would revisit some of the investigations and legal issues closed during the Obama years that conservatives felt were given short shrift. It also follows months of relentless criticism on Twitter from President Trump, who has repeatedly questioned why no criminal charges were ever filed against the “crooked” Clintons and their fund-raising machine. For years, news media from the New York Times to The Daily Caller have reported countless stories on donations to the Clinton Foundation or speech fees that closely fell around the time of favorable decisions by Hillary Clinton's State Department. Conservative author Peter Schweizer chronicled the most famous of episodes in a book called Clinton Cash that gave ammunition to conservatives, including Trump, to beat the drum for renewed investigation. Several GOP members of Congress have recently urged Attorney General Jeff Sessions to appoint a special counsel to look at the myriad of issues surrounding the Clintons. Justice officials sent a letter to Congress in November suggesting some of those issues were being re-examined, but Sessions later testified the appointment of a special prosecutor required a high legal bar that had not yet been met. Officials also said the Justice Department was re-examining whether there are any unresolved issues from the closed case into Hillary Clinton's transmission of classified information through her personal email server. Former FBI Director James Comey in 2016 concluded Clinton was “extremely careless” in handling that classified information and that there was some evidence of legal violations but he declined to recommend charges on the grounds that he could not improve Clinton and her top aides intended to break the law. His decision was roundly criticized by Republicans, and recent revelations that his statement was watered down by edits and that he made the decision before all witness interviews were finished have led to renewed criticism. A senior law enforcement official said Justice was exploring whether any issues from that probe should be re-opened but cautioned the effort was not at the stage of a full investigation. Huma Abedin backed up copies of her emails with Hillary Clinton to her pervert husband Anthony Weiner's laptop, DailyMail.com can disclose - conflicting with her account to the FBI and in court that she did not preserve the conversations. An examination by DailyMail.com of emails released by the State Department shows that backup copies of many of Abedin's work-related messages with Clinton were created in the dates after Clinton left the State Department in early 2013. The emails, released at the end of December, show that they had been put on Weiner's laptop by a BlackBerry archiving program. A tech expert told Dailymail.com that Abedin would have to have activated the backup program and may well have plugged her device into the laptop - raising further questions over her testimony to the FBI. May 18, 2018 The Clinton reckoning is tiptoeing in By Thomas Lifson This is a historic moment of bated breath and tight sphincters all over Clintonworld. After decades of skating on their grifts, abuses, and outright crimes, a reckoning is coming. And not just for the Hillary Clinton, but for her enablers. The leaks begin about the I.G. report on Hillary Clinton email investigation Until Wednesday, there had been virtually no genuine leaks coming out of the inspector general's office at the Department of Justice – the sign of a probe with integrity. But that silence ended when the I.G.'s office circulated relevant portions of its report to people named in it, for their comments, which would be included when the report is published. "With a cloth?" The first sign was the now-infamous New York Times article, "Code Name Crossfire Hurricane: The Secret Origins of the Trump Investigation," in which, all of a sudden, it was officially admitted that the Trump campaign was spied on by the Obama intelligence apparatus and that at least one secret agent was employed. Clearly, a major spin operation was underway in which damning facts to be revealed in an I.G. report are presented in the most favorable light possible and then can be dismissed as "old news" when the report is published. But not everyone who now has seen portions of the report is playing defense. Sara Carter is one of the key investigative reporters covering the biggest political scandal in American history. She writes: Inspector General Michael Horowitz's report, which is expected to be released within the next three to four weeks to the public, has been turned over to current and former officials for review, as first reported in The Wall Street Journal and Washington Post. The draft, however, does not include any recommendations for criminal prosecution. If there was any evidence collected by the Inspector General's office of criminality, Horowitz would then refer the matter to the Department of Justice and submit a criminal referral to prosecutors. "It would be up to the Inspector General to make the recommendations but there is an expectation that there will be at least one referral for prosecution," said a source familiar with the findings, who added that it is not conclusive as the Inspector General's office never discusses ongoing investigations. In other words, so far, nobody outside the tightly controlled I.G. office knows the nature of any criminal referrals resulting from the inquiry. But the history of the investigation into Andrew McCabe, already made public before he was able to retire and collect extra retirement income, suggests that the I.G. is far from reluctant to make such referrals: As for the criminal referrals, it would be similar to the outcome of former FBI Deputy Director Andrew McCabe, who was fired by Attorney General Jeff Sessions after Horowitz's explosive first report released in April found that he lied multiple times about authorizing a leak to The Wall Street Journal. In McCabe's case, Horowitz referred his findings to Sessions, who fired him several days before he was set to retire. Horowitz also submitted a criminal referral on McCabe to the DOJ for possible criminal prosecution, as reported. It would be up to Washington prosecutors to determine whether or not to move forward with the referral and it elevated the possibility that McCabe would be charged with a crime. Horowitz's report concluded that McCabe had lied to then-FBI Director James B. Comey, as well as his investigators and others regarding his authorization of the leak. McCabe lied on four occasions, three of those were under oath. A.G. Sessions already revealed that John Huber, a U.S. attorney in Utah, has been charged with investigating scandals relating to Justice Department investigations of President Trump, and the U.S. attorney in Little Rock has a grand jury investigation underway. So the pieces are in place for action on any referrals that may result. It is important to remember that the I.G. report currently in the review and comment stage is but the second (McCabe was the first) of three, as Carter notes: The report [under review and comment now] is expected to focus solely on the Clinton investigation and not on the 2016 Russia election meddling investigation, according to sources. ... The Clinton report is expected to be followed by a third report on the IG's investigation into the FBI and DOJ's handling of the Foreign Intelligence Surveillance Act (FISA) application on Carter Page, a former volunteer for the Trump campaign. The IG announced this investigation in March. The "Crossfire Hurricane" story in the New York Times was playing defense on the FISA application investigation, it seems. My speculation is that both phases of the I.G. report are close to being released. Or else, the email investigation report makes reference to the counterintelligence investigation of Trump. Five emails contain classified information. Judicial Watch obtained the documents in response to a FOIA lawsuit filed on May 6, 2015, after the State Department failed to respond to a March 4, 2015 FOIA request (Judicial Watch v. U.S. Department of State (No. 1:15-cv-00687)) seeking: All emails sent or received by former Secretary of State Hillary Rodham Clinton in her official capacity as Secretary of State, as well as all emails by other State Department employees to Secretary Clinton regarding her non-“state.gov” email address. The documents are part of the accelerated schedule of production ordered by U.S. District Court Judge James E. Boasberg, which requires the State Department to complete processing by September 28, 2018, the remaining documents of the 72,000 pages recovered by the FBI in its investigation into Hillary Clinton’s illicit email server. These new classified and other emails appear to be among those that Clinton had attempted to delete or had otherwise failed to disclose. The new documents include material classified “confidential” on negotiations between Northern Ireland and UK, as well as negotiations with Israel, Palestine, and France. They also include a reference to a Clinton meeting with controversial leftwing billionaire George Soros, and advice to Clinton from Sid Blumenthal, who was barred from a State Department position by the Obama administration and regardless continued to advise her on matters of state. On June 7, 2011, Clinton received classified information on her non-secure email account from former British Prime Minister Tony Blair, which Blair also forwarded to Jake Sullivan, about Blair’s Middle East negotiations with Israel, the Palestinians and the French On January 26, 2010, Clinton’s Deputy Chief of Staff Jake Sullivan sent classified information via his unsecure Blackberry to Huma Abedin’s State Department email account that he’d earlier sent to Clinton’s and Abedin’s non-secure @clintonemail.com email accounts about U.K. negotiations with Northern Ireland. On October 28, 2010, Clinton exchanges information with her friend Marty Torrey – a congressional aide – who asks Clinton in an email if she would advise that Torrey meet with former Pakistani President Pervez Musharraf. Clinton responds through her non-secure email account approving the meeting and notes that she is emailing him from Hanoi, Vietnam. An email chain dated April 8, 2010, which contains a memo from Sid Blumenthal to Hillary Clinton related to the change of government in Kyrgyzstan, contains information classified “confidential” and is redacted as “foreign government information” and “foreign relations or foreign activities of the United States, including confidential sources.” Blumenthal urges Clinton to “develop relations” with the new government in Kyrgyzstan. All of this suggests to me the necessity for the State Department to assert itself and take the lead in developing relations with the new government. A January 26, 2010, email to Hillary Clinton from her deputy chief of staff, Jake Sullivan, is classified “confidential” and contains a “call sheet” that Clinton received prior to placing a call to Northern Ireland political leaders. It appears that the redacted portions contain the names of particular members of Sinn Fein who were invited to a particular meeting and the expectations of either themselves or other foreign ministers for the outcomes of that meeting. A June 13, 2009, email to Clinton from Sullivan with the subject line “Northern Ireland” is classified “confidential” and nearly completely redacted. The particular subject details are unclear. Abedin emails Clinton about “Invites for the week” in an undated email (but apparently written before November 1, 2011, the day Clinton’s mother died, because her mother is one of the invitees – probably written in early 2009, based on the period most of these emails seem to have been written), and notes that she (Clinton) has a “George Soros lunch from 1-3 in Southampton.” On October 20, 2010, lawyer Lanny Davis writes Clinton an email saying, “Thank you H for who you are and what you do,” followed in the exchange by another with “PS. I swear you look younger and better every time I see you, Good night dear Hillary. Lanny.” Mr. Davis is currently a lawyer for Michael Cohen. In an undated email, Blumenthal emails Clinton about State Department management issues suggests that Joseph C. Wilson “should be spoken with for his view of dept, personnel … is shrewd.” Wilson is a former ambassador to Gabon who went on to become an Africa consultant and deal-maker. “These classified Hillary Clinton emails that she tried to hide or destroy show why it is urgent that the DOJ finally undertake a honest criminal investigation,” said Judicial Watch President Tom Fitton. “These emails show how the prior sham investigation by the Comey-Strzok-McCabe-Lynch crowd was a joke. This thread is now running over three years. And we're no closer to the truth (and indictment) than we were then. In fact, it seems most gears of government and justice are grinding it into dust that everyone will just forget. You can't truly call yourself "peaceful" unless you are capable of great violence.
