It depends. She isn't a party. I believe the State Department is. She may have to pay the costs incurred in getting the answers. If she was a party, she might risk having her pleadings struck and a judgment entered against her. If she utterly fails to respond at all, she might face jail for contempt, but I doubt she would want to risk that now.
I expect the lawyers will craft carefully worded responses, like a bikini, revealing only as much as necessary but concealing the best parts. These will say as little as possible and be delivered as late as possible, maybe after some challenges to the form of the questions, delay, delay, delay.
IIRC, JW was hopeful of taking her deposition, so apparently her lawyers were able to convince the court to try this less onerous step.
If she becomes President-elect, the pressure to drop the whole idea will increase exponentially.

Nothing particularly different about this. Papers to be prepared and filed ordinarily allow time to do so. Sometimes the time is shorter but 30 days to respond isn't abnormal.
I don't think the questions have been prepared yet. JW was asking for a deposition, but Clinton's team convinced the judge that written questions and answers would be accomplish the purpose.

So, I've been thinking about the pardon of Nixon by Ford. IIRC, Ford pardoned Nixon after Nixon resigned in the absence of any formal indictment or charges (lawyers step in). I'm certain that a deal was struck.
So, I assume that Obama is ready to pardon Hillary in similar fashion if it comes to that. Regardless of whether it happens before or after the election, it would be unprecedented.
Nixon's pardon carried with it the assumption of guilt. In the case of old Hil, the idiots who vote for her would take a pardon as a statement of innocence.
