Balzé HalzéFor chrissakes, I just learned that Utah has a bill being introduced this legislative session to require safe storage of firearms. I emailed the Senate committee members involved in the hearing today. There are six members, only one is a Democrat. So far I've received one reply, from a Republican, and it wasn't what I was expecting. It's what i was expecting from the democrat, not the Republican.

Thank you for your interest in S.B. 83 Firearm Storage Requirements. This bill has encouraged many Utah gun owners to write to me. I have read the bill and I believe that it promotes the responsible ownership and safe storage of firearms.
Under S.B. 83, when a firearm has an unfired round in the chamber and is not being lawfully used or carried, it must be either stored in a locked container–which may be a vehicle–or equipped with a safety device regardless of whether the firearm is cocked or has the safety on. If a firearm was not stored in compliance with this provision when it was obtained by an unauthorized person, then the firearm owner may be held accountable by the victim or the estate of the victim of a murder in which the firearm was used. However, the owner would not be held responsible if they took reasonable steps to securely store the firearm.
It is my opinion that S.B. 83 currently preserves gun rights and promotes gun safety. Of course, the bill is subject to change during the legislative process. I will keep a close eye on S.B. 83 as it undergoes the process. I appreciate your involvement and I hope this information is useful.
