Probably has something to do with impulse buy.

Most stores do it so you spend more money buying items you might not buy, if you only shop in aisles where the items you want are kept. Frustrating but smart on their part. Their are a few stores that hardly ever change things around, that I can think, like Publix. The company I believe is only in a few states right now.
