It doesn't take a genius to see that private, unregulated growers can produce pot cheaper than legitimate businesses operating under byzantine regulations and paying substantial taxes for the privilege of doing so (the massive tax revenue, remember, was a big part of the sell to voters). As long as those regulations and taxes are in place the only way to make the price of legal pot comparable to illegal pot is through subsidies that offset both the regulatory cost and the tax burden, which means the industry would be a net fiscal loss to the state. If commercial pot growing is going to succeed it will have to regulated and taxed like, say, tomato or broccoli growing.

You would probably get a lot more prison time making moonshine vs growing illegal weed. Moonshine takes money away from the Federal.gov

There's a new bill here for raising the tax by 3 times.
IIRC it's at 17% now.

It's legal to grow it for personal use and many have more than a couple of plants.

That's a policy the Spanish have. You can own I think 3-4 plants grown for personal consumption however its illegal to sell, distribute or, buy. Plenty of garden shops/nurseries have all the fertilizer, accessories and how-to information for cultivating your own bud.

home horticulture, imagine that's another big area, no taxes, no fees, no government as long as you don't sell.

Guess the number of plants depends on the number and amount of ganja you burn...
