Peters retired from the Army 20-years ago. His expertise was the Soviet Union, as he was an IO while in the Army; the Soviet Union has ceased to exist since '91. How or, why news companies employed him beyond the early '90's and found his opinions to be relevant is beyond me. I know, I know, I'm trying to rationalize news agencies...
