An older Xeon server is clocking less than 1ghz when the base is supposed to be around 3ghz. I think it is running MS server 2016? I am guessing it may be throttling due to heat or a power issue? Could it be a setting? I am not familiar with the server software. It's the e3 1225 version 3 | ||

My first guess is heat. For something that old, I would pull the processor, clean the old thermal paste off, and get some fresh thermal paste on there. Chip can get real hot, real fast, if the heat sink isn't making good contact via the thermal paste. | |||

When I was having issues w/ my laptop, I found a program online named "Core Temp" that allowed me to view the CPU temp. I had to blow some dust out of the fan(s)... Also - if it Windows is throttling due to high temperature, I'll bet there's an entry in your Windows Event log. | |||

I would never do this unless I had some real data that the chip is having thermal issues from a program like core-temp, and exhausted other things like fan malfunction etc . | |||
