What is the reason behind the stealth requirement during precipitation? Does it apply to snow or sleet also? Who caught you and are their consequences for being caught?

About 2 weeks ago we had the boat out. I heard the thunder and said maybe we need to head back.
Then Google took over and everyone whipped out their phone and started making weather predictions. So we stayed out.
That was a mistake, it began to pour down before we could get the anchor up. By the time we got to the marina we were soaked to the bone. That has not happened in years.
I guess sometimes you have to put your hand on the stove to remember it’s HOT!!
