Looks like a half US flag half Indian flag license plate mounted upside down. No idea why though.

Yup, upside down. The flag of India Properly displayed would have the Orange (Saffron) on the top, and the India Green on the bottom, and obviously we all know how the American Flag should be displayed...Operator error?

Upside down flag (at the moment) is in protest to Roe v. Wade being overturned, I believe.

Reminds me of those people who hang the ribbon sticker horizontally because the message is printed that way even though the ribbon image is clearly oriented vertically.
