I despise Biden and his administration as much as anybody else, maybe more. But I think that you are taking this particular quote out of context. In the linked article, it is reported that Hamas said President Joe Biden was 'wholly responsible' for the raid on al-Shifa. John Kirby's response to this said "We did not give an OK to their military operations around the hospital." "A few of the most interesting things that we found totally confirms, without any doubt, that Hamas systematically uses hospitals in their military operations, in violation of international law," he said.
