HIPAA only governs institutions that have your medical information on how and when it can be released and to whom, it generally requires your permission which is given when you enter their offices as they have a HIPAA statement you need to read and sign, or, upon request from a third party such as a Life Insurance Carrier with your written permission.

Asking YOU isn't a violation, it's up to you to decide if you want to give it, and it's up to them to decide if you can proceed if you don't.

Kind of like the TOS in software or apps, if you don't click AGREE it won't install or work.

In FL you can have an X put on your DL to signify that you wear a medical bracelet this tells EMS/LEO that they need to check that bracelet for important data.

You have the option to tell them about your Diabetes, but that is optional.

If you have a medical aliment that might impair you while driving such as epilepsy, fainting spells, Seizure issue, you have to get a doctor to complete a medical form.

Physical and Mental Requirements

You must list any physical or mental problems on your license application which might affect your driving. Many of the physical problems can be handled by placing restrictions on your license. If you have epilepsy, fainting spells, dizziness, blackouts or any other medical condition that could impair your driving, you may be asked to have your doctor complete a medical report form. These forms may be requested through your local driver licenses office and will be mailed directly to you. The report must be completed by your doctor and submitted to the Department before a license can be issued.

If you are diabetic, and use insulin, you may request that it be indicated on your license.
