Sure, as soon as government employees are subject to annual intelligence and ethics checks. And the press have to go through annual literacy checks and logic checks. And voting people have to go through intelligence and citizen checks. If there need to be checks and permits to exercise a specific natural right, there should be checks and permits required for all rights and privileges.
