I actually think its worse and far more worrisome than that. Yes, he's parroting what his handlers put before him, which is bad enough, but I think he was likely also off script and out in no man's land with his nukes and F-15's comment (probably his deer in kevlar comment too). We currently have a man with the mental acuity of a four year old with control of the US military and nuclear codes.

For over a year rioters attempted to burn down Police stations and Federal Court Houses. Most of the few that were arrested have had charges dropped. No nationwide hunt to find offenders.
An older man walks in the Capitol and asks the Police where the bathroom is. No burning or rioting. The FBI tracks him down, surrounds his house and hauls him away to D.C.
