At the USCG Academy graduation ceremony, Joe read:

The comment sleepy Joe dicked up at the USCGA commencement speech is not a joke he stole from Reagan. Reagan probably wasn't the first President to use it to stir up the audience at a USCGA graduation ceremony. Its a common phrase at the Academy, similar to but not as meaningful or common as Beat Army at USNA or Beat Navy at West Point.
Back when the Coast Guard was in the Dept of Transportation (and before) the Coast Guard or portions of it would be transferred to the operational control of the Dept of the Navy or Defense in times of war. Hence we would claim to be the hard nucleus about which the Navy formed in time of war. Joe just couldn't get it out right and the writer probably had no idea what the term actually meant anyway. Lord knows Joe didn't.
Had that asshole been giving the commencement speech when I graduated I would have found a sail loft some where to go take a nap in. What an embarrassment that guy is to our country. Those poor cadets and their families had to suffer through that fool making a mockery out of what should have been a great day for the graduating class.
What a fucking clown show.
USCGA class of 82. Also marched in President Reagan's inauguration in Jan 1981 as part of an honor platoon to represent the Academy. What a contrast between greatness and incompetence the delivery of that simple line represents. President Reagan got the desired result and was extremely popular with the cadet corps. Sleepy Joe evidently not so much.

Yes, Joe, but O's weaponizing of the IRS counts too - especially after the FBI, the social media, the news industry and the Chamber of Commerce were all weaponized as well.
