The registration wasn't approved. They haven't verified their email address, which means the address may be bogus and the registrant didn't realize a verification email is sent to the address they use. If that's the case, then it's likely not just an individual registering in earnest, because if you really want to participate in the forum, you will usually not attempt to use a bogus address and register from a government network.

I've screen- literally- tens of thousands of registrations, one at a time, and I have seen just about every sort of behavior you can imagine. Sometimes, I'll deny registrations just on a feeling and nothing more. If it doesn't look right, I usually err on the side of caution. This is because in the past, when I was sitting on the fence with a registration, and I took the chance and approved it, it turned out often enough that I got burned, that I learned to trust my instincts.

Either they're fucking with me, or it's just a doofus. There's nothing said in this forum they don't already have a record of.

And now you understand why I come down so hard on members who skirt the lines.
