A lot of these people kill on the spur of the moment, it's not like planned hits. They find enemies walking or riding by and decide it's time to shoot, as far as I can tell. So, this will make them stop and think?

False. Many are over drug debts and the shooters know exactly who they are looking for and somewhat plan it out.

Who names their kid Nobody or Anybody? I've never met anyone by those names. I think the chances of a guy named Nobody killing a guy named Anybody is probably pretty low.
