They forgot to include the "robust pier protection system designed to protect the new Key Bridge".
Maybe they also forgot the line item for "graft and corruption" in the initial estimates.

stoic-oneThey're going to/are getting bit by the same "bug" that most of the federal and state contracts get bit by.
X percent of the prime contacts have to go to "minority owned" businesses. Most of those "businesses" are usually pass through contractors who take their cut and end up subbing out the work to another contractor that takes their cut until you get down to the local unions that also take their cut.
All one has to do is look up US DOT DBE programs. DBE's(Disadvantaged Business Enterprises) prioritize 51% ownership by "socially and economically disadvantaged individuals". The rub is that many of those companies are a smoke screen that subcontract every project they get, take their share of the pie, and don't really DO anything except add costs to a project.
