With Control of Virginia, Democrats Go Into a Tax and Regulatory Frenzy

In the last election, Democrats again campaigned as moderates, including Abigail Spanberger. Once in control of the Governor’s mansion and the legislature, however, Virginia Democrats have moved quickly to fulfill the worst stereotype of a tax-hungry, economy-crushing party. The Democrats introduced an array of new taxes on every aspect of life. At the same time, Spanberger moved to take control of Virginia universities and colleges after years of trying to move those schools to the center. Now, members are pushing rent control legislation and defining landlords as “gougers” if they raise rents by as little as 3%.

The tax frenzy immediately began after the Democrats took control.

Spanberger has also announced that the state will rejoin the Regional Greenhouse Gas Initiative (RGGI), a regional cap-and-trade program that imposes a de facto carbon tax.

Virginia Democrats appear to be replicating California’s disastrous tax policies that have chased high earners and companies from the state. Here are a few of the new taxes being pushed:

HB 378 – Imposes a 3.8% net investment income tax on individuals, trusts, and estates beginning in taxable year 2027. This would raise the state’s top marginal income tax rate on portfolio and passive income to 9.55% in addition to federal taxes.

HB 900 – Imposes sales tax hikes on transportation districts as well as a new tax on every retail delivery in Northern Virginia (Amazon, Uber Eats, FedEx, UPS, etc.). This appears modeled on a Minnesota law.

HB 919 – Imposes a firearm and ammunition tax equal to 11% percent of the gross receipts from the retail sale of any firearm or ammunition by a dealer in firearms, firearms manufacturer, or ammunition vendor.

HB 978 – Extends the retail sales and use tax to dry cleaning, landscaping, and other previously exempt services.

Now, the Democrats are pushing rent control legislation despite a long history of failure in such programs to discourage new construction and property improvements. At the same time, it has been shown actually to increase rents overall.

Democrats have introduced two bills under the guise of fighting “rent gouging.” However, they define gouging as rent increases of just over 3%. That does not cover inflation in past years. Under these laws, restrictions could kick in for increases even below 3%.

In my forthcoming book, Rage and the Republic: The Unfinished Story of the American Revolution, I discuss the challenges for the American Republic in the 21st Century. That includes a predicted move by the left to introduce guaranteed incomes and rent controls. That appears to be unfolding sooner than anticipated.

In New York, Zohran Mamdani is seeking rent freezes and enhanced rent controls. He has surrounded himself with radicals who have called for the elimination or sharp curtailment of private property. The most noteworthy is Cea Weaver who has called for the elimination of private property.

The American left has cited South Africa and Cuba as models for the United States despite their economic meltdowns.

As they seek to impose an array of new taxes and regulations, Democrats are also pushing a bill that would make it more difficult to find federal fraud by nonprofits. As billions have been lost to fraud in other states, the Democrats want to make it harder for the federal government to investigate such fraud in Virginia.

Virginia Democrats are taking a prosperous and moderate state into the same failed direction as states like California. The desire to spend “someone else’s money” is irresistible when you want to increase spending. For many wealthy families, West Virginia or Florida are likely looking more and more appealing.

WVA is only an hour commute to work. Less taxes; larger land; less crazy policies; and cheaper houses. Been casually looking, but didn't want the commute. Might make a lot more financial sense now.

The Dems won big by opposing anything Trump, unrestrained abortion, and a promise to restore “affordability.” They succeeded in achieving the first two, but their promised "solution" to the affordability issue was a hollow sham. Instead, they did the opposite by increasing taxes on an odd variety of petty things like gym memberships, dry cleaning services, pet care, delivery and shipping services, and more. And she was quick to rejoin the Regional Greenhouse Gas Initiative (RGGI) that former Gov. Glenn Youngkin saved the state from in 2021. Rejoining the RGGI alone will raise everyone’s electricity bills significantly. And last week, according to a 1/28/26 email from the Virginia Family Foundation, the Senate Finance and Appropriations Committee chairwoman, Louis Lucas (D), has reduced the standard deduction for the state income tax from $8,750 for individuals and $17,500 for married couples to $3,000 and $6,000, respectively.

The above actions will decrease affordability, but can be easily reversed if Republicans can ever regain the majority. However, there is one area of more lasting concern that comes directly out of the Marxist playbook. They plan to force woke indoctrination of all students using Vladimir Lenin’s very successful, time-tested process. He said, “Give me four years to teach the children and the seed I have sown will never be uprooted.” Abraham Lincoln described their purpose better: "The philosophy of the schoolroom in one generation is the philosophy of government in the next." Indoctrination is difficult to undo (think of Minnesota).

The first small indication the education system in Virginia is about to be shoved farther Left was exposed weeks ago by Breccan F. Thies in his Federalist article regarding a bill introduced by Del. Dan Helmer (D). His bill mandates that all schoolteachers reinforce the Orwellian big lie that the January 6, 2021 protest by conservatives was an attempted insurrection.

Del. Helmer did not exempt higher education. Richmond local CBS News 6 revealed that he also filed legislation calling for the creation of a task force to determine if the prestigious Virginia Military Institute (VMI) should "continue to be a state-sponsored institution of higher education." He and other Dem lawmakers criticized VMI for becoming too conservative under former Gov. Youngkin. And If VMI survives his task force, Del. Michael Feggans (D) has an alternate proposal to place VMI under the supervision of (historically black and very woke) Virginia State University's board of directors, who lack any experience governing a military corps of cadets.

But wait, it gets worse. According to the Family Foundation of Virginia, in a 1/27/2026 email newsletter, Delegate Dan Helmer (D) has also introduced a bill (HB 359) that is a direct assault on private education in Virginia. “This bill would effectively eliminate meaningful private schooling by forcing any private school that enrolls even one student receiving tuition assistance, whether through a federal scholarship tax credit program, a state tuition assistance program, or any other public subsidy, to comply with the same mandates imposed on public schools.”

“This bill strikes at the very heart of what makes private schools private. It would erode curriculum freedom, faculty standards, admissions policies, religious and classical identity, and covenantal educational models.” In other words, it forces these private and religious schools to indoctrinate students with the same DEI, transgenderism, drag, and other LGBTQ initiatives that will be mandated for Virginia’s public school system. And parents will have no say.

Correct me if I am wrong, but I believe the higher standard deductions are supposed to automatically sunset after TY2026 - this was enacted into law. I don't believe she can do this unilaterally.

What they need to do is make them permanent or a LOT of people are going to be very pissed-off.

These additional taxes exceeded my wildest expectations when I left VA in 2020, in part, because I anticipated an increase in taxes across the board. Regrettably, some of the new tax initiatives come directly from the Obama Administration (3.8 per cent on investments), CA, NY, and other places. I also agree that the gun control measures will meet or exceed those of CA, NY, CT, etc. So glad I left VA in 2020-the handwriting was on the wall after the 2019 elections. I do not think this reflects the wishes and desires of most in the Commonwealth of Virginia, only those who live in NoVa, the Tidewater region, and Albermarle County. Those in NoVa and Tidewater are either federal workers or contractors--most likely, many women who benefited from the DEI policies of the Obama, Biden, and even Clinton administrations. The proposed firearms legislation is unbelievable. While I cannot offer any proof, I believe the national Democratic strategy is to turn as many purple and red states to blue as they can, moving progressively down the East Coast as possible (NC is already moving in that direction). Good luck to those who remain in the once great Commonwealth of Virginia!
