Mars has it correct. If you manage to make a minority a disabled class, then the sky is the limit on what benefits you can give to the disabled class.
Disabled housing, free health care, monthly checks, and the list goes on.

But you can't. There is absolutely no mechanism and a huge roadblock (Constitution) that would allow turning skin color into a disability. This is a ridiculous line of thinking. Pretending she is Dr Evil and actually had thought out her line of reasoning is giving her way too much credit. She just started talking and she is too arrogant to even consider the implications of what she was saying.
