Adobe Photoshop question- iPhone

My son is trying to do a video edit using his iPhone and Adobe Photoshop. It seems to want or need different software to "convert" the video for use on a PC based Adobe.

Has anyone had experience with this? What is the work around? The computer is Dell PC, the iPhone is an 8.
