This is from Treasury Direct.

This thread originated a year ago, when they were paying 9.62% APR. Notice that the post you quoted from ZSMICHAEL is dated
June 30, 2022.
The rate changes every 6 months, in May and November. It has changed twice since June 2022. The May 2022 rate was 9.62%, then it went to 6.89% in November 2022, and now sits at 4.3% in May 2023.
