Yep. Farmers can catch anthrax from natural causes such as contact with contaminated animals. Anthrax spores are found naturally in the soil.

I'm much less worried about him doing anything with anthrax than I am about any nuke he can get to my unfortunate corner of the the west coast. That said, if he's messing around with bio weapons, that's a cause for concern. With his arty targeted on Seoul, gas or bio shells of any sort would be extremely bad news, and that's technology as old as the artillery itself.
