local trucking company has a computer at work,
if he splurges on a high end super cell phone will he be able to see what the hired help are doing on the computers while he is out of the office , with the new phone?
his proficiency with both new phones and computers is limited

radiomanALWAYS assume that your employer sees what you do on their computers.
I could tell you some real life stories. Believe me, they monitor. It's their equipment, and their network, so they have the right to do so, within limits.

If this is the case, he should hire an independent IT firm to manage the computer/computers in the office. Then he can specify his business requirements (monitoring activity) and they can help.
This is not something he'll be able to do easily by just purchasing a good smartphone. Especially due to his proficiency concerning the subject.
