Just curious.
Not entirely, according to them:

A message from our CEO
Dear Armslist User,
I hope all is well.
You may be finding yourself having some difficulty navigating the site. We thank you for your patience as we upgrade our infrastructure in an effort to reduce scams, and improve the overall user experience. As you may know, we are facing yet another lawsuit from the anti-gunners at Brady United. In an effort to offset the mounting legal costs, we have created a new paid account type: The Premium Personal Program. While it's still in it's early stages, our roadmap for the program includes some exciting new characteristics for our users including exclusive discounts, exclusive deals, and a plethora of new site and account features in the months to come. If you'd like to give it a try, click here.
You still are able and always will be able to browse the site for free.
Thank you again for your continued patience and support as we experience these growing pains. We hope to offer a vastly improved experience soon.
Best,
J. Gibbon

I recently, in the past 2 months, used armslist for several transactions.

I will say - It is absolutely rife with scammers. I don't know if this is the right solution but they definitely needed to do something. Nearly everyone I contacted outside of my immediate area was a scammer. I had to do all local transactions to ensure I didn't get scammed myself. Here is the "proof" picture I got from him after asking:

So they're willing to go pretty far. Is this the right direction? I don't know. I don't think so as it will stop me from using armslist now, but I do think they needed to do SOMETHING.

I’ve had many successful transactions on Armslist.
Will I pay to post an ad? Yes.
Will I pay to reply to an ad? Hell no...

"No worse than Craigslist" is not a ringing endorsement. I've seen a number of assaults/murders/robberies tied to Craigslist.

Same here.

If buyers have to pay to contact sellers, this business model will surely fail. Oh well.

Although I haven't used them in a deal in probably 11 + years, I recently learned Sturm went to a paid ad system @ 5 years after switching to the new web format. Before that I used to support them through the "buy me lunch" drive or would buy t-shirts from them to help defray their site costs.

Paid board ads seem to be the way things are going.

What may occur more frequently is that sellers will include a phone number or e-mail address within their ad, which could invite scammers.
