Shalom Mendoza, a 21-year-old serving a five-year sentence for using a deadly weapon during a carjacking and resisting police, had disappeared from the prison on Dec. 26. Officials said he had been assigned to work outside the secured perimeter of the prison “and he took advantage of an opportunity to leave.”
He is suspected of carjacking someone in a San Rafael-area Home Depot parking lot, then ditching the car off Interstate 101 near Paso Robles.
A person spotted Mendoza at a Taco Bell in Paso Robles on Saturday afternoon, and Department of Corrections and Rehabilitation agents rushed to the scene to arrest him.
I've heard of Israel as a first name before, never Shalom. Never say never though.

Did he eat the food at Taco Bell? If so then hasn't he paid his debt to society? Seems a little cruel to put him back in prison after the gastrointestinal distress he no doubt went through.
Inmates who are considered low risk (also known as Level 1) are allowed to stay in the Minimum Support Facility (MSF) outside the electrified fence. These are inmates with little or no violence in their crimes.
Once an inmate "walks away" (the term for someone outside the fence) from their confinement, they will never be allowed to live in MSF again - they will be at least Level 2. It appears that he will have to face charges on carjacking and other things as well as for leaving the prison. He will most likely also be transferred to another prison.

Dunno, seems like carjacking with a weapon is somewhat violent

There are no electrified fences in US prisons, just alarmed fences. Q is a low security facility, has been for years. Many parts are falling down, or were. They used to have campers working with one officer near the bridge. One day the cop got drunk and passed out. The cons put him in the bed of the truck and return to the prison. It's that kind of place.

While San Quentin may not have electrified fences, quite a few of the CA prisons DO have them. They started installation at some places in the early '90s. San Quentin, while it does have death row, is also a reception center. This is a prison that receives new prisoners while they undergo classification and are then sent to the appropriate prison for their sentence.
If you look via Google Maps at some of the institutions, you will see a double high fence with a shorter one in-between - that is the electrified fence. When activated, they don't have to have guards in most of the towers.
