What part of not obeying a directive from a police officer do people, no matter race, not understand?

Many of them understand. It's just that they don't care, and I think that was the case in this instance. For whatever reason the guy just did not care.

Police officers are under so much pressure/stress in this day and time. I still enjoy being on this side of the grass. Don’t ratchet up the intensity dumba$$es!
