I lived in Brazil for a while and know this, Police in Brazil are nearly useless for solving crimes unless they are at the actual crime scene. They really do shoot first and ask questions later. They never identify themselves as police until after they shoot. Sometimes when they are at a crime scene, they are the ones who are committing it!
