It's not a military medal that I've ever encountered.

Could be an obscure foreign military medal, but it's most likely a non-military award produced for some organization.

Are there no markings on it at all?

The Maltese cross is a motif used on countless military decorations, and some civilian decorations as well.

That looks like it might have been some sort of "medal" given as an award or prize. There is a blank space on the top bar with room for an inscription.

It is vaguely suggestive of a U.S. Army marksmanship medal, but that is not what it is. It does not look like any current U.S. military medal or decoration.

I did a Google reverse image search and also Googled "Maltese cross and star." There are many pins and emblems with the Maltese Cross design but the searches came up with nothing that looks like the one in the original post.

Doesn't look like somewhat similar french or russian medals. I think also a civilian organization, fraternity or similar.
