I think it may go back to how bad Pelosi and Schumer looked responding to Trump's latest address. My father's office did a lot of testimony in from of the House Armed Services Committee. Standard procedure was they were given a list of written questions 6 months in advance and given 2 weeks to submit answers in writing. That gave the committee 5-1/2 months to research, plan and write their rebuttal.

The rebuttals were strictly theater. Congressmen would have invited guests as plants to pander to and make their points. "You stated that 200 million dollars is not a lot of menu, but to my constituents here today who've lost their family farm, that's a lot of money..." The worst part was a lot of times member of the committee were not even there when they delivered their rebuttal, it was taped and spliced in to that it looks real time.

So I could see this, get a copy of the address in advance and have time to plan, write and rehearse their rebuttal.

POTUS needs to put the kibosh on these asshole Congressmen (yes, I said Congressmen...sue me) traveling around the world trying to influence foreign policy.
