Help me identify this computer dongle?

Help me identify this computer dongle?
If it is a computer dongle.

The pen is for scale, but it is about 1 3/8 inches long. The green end fits over the end with the contacts.

I found it on a golf course, but that may not be relevant.

I don't know what it is but I can tell you it isn't anything that would connect to a computer (e.g. Not USB, HDMI, RJ-45, etc).

Whatever it is, they area started to show up like cigarette butts around here. I first noticed one a few weeks ago in a parking lot. Now I see them scattered about almost daily.

I had no idea what it was. (I've never smoked, vaped, or doped so am not familiar with the paraphernalia.)

I despise smokers who do not dispose of their trash, butts, and related items properly. Unfortunately, it seems to be a large percentage of them.
