How did/do they differ?
Did one evolve into the other?

To my way of thinking, Leviathan is a monster that will violently attack you right to your face, while Deep State is more of an entrenched, obstructionist force that keeps legitimate government from functioning.

We’re operating somewhere in the middle right now. If push comes to shove, Leviathan owns most of the media, but we have most of the means to fight back if absolutely necessary.

You are on the right track. The leviathan represents for Rousseau The big all powerful government that we currently called the deep state.
