I'm very sorry for your loss, and for the ongoing bureaucratic nightmare. Good in-laws are a blessing.
I am not well-versed in the OPM's usual practice in these circumstances, but the congressional "inquiries" might be more helpful if applied to them/TSP (as opposed to the court.) OPM's decision to stop payments is an administrative one, which may be open to some discretion.

This is avenue Senator Murkowski is looking into actually. She can get involved federally I guess.
Governors office is working with state courts to speed process if possible, or at least bring attention to it.
