I remember Deukmejian, I think he came after Moonbeam's first round as CA Gov. So under Deukmejian CA gives a tax rebate, under Moonbeam CA goes defacto bankrupt.

And IIRC, that $1T is just the state pension. Lot of municipalities are far upside down in their pensions as well. Heck, even in TX, where we have to have a balanced budget, we have several cities whose pensions are driving them toward bankruptcy. Dallas and Houston are getting close. I think Sylvester Turner in Houston wants to issue $1B in bonds (without the required approval by the voters) just to try and keep the pensions afloat. It's high time goobermint switched over to defined contribution plans like the rest of the world. Pensions are a Ponzi scheme where the taxpayers are left holding the bag.
