I haven't touched the last THREE OS updates since I don't want my beloved and perfectly sized SE Gen 1 to be slowed to a crawl or bricked.

Guess I'm the odd ball, I run the updates 24 hr after they post! Never had/have any problems.
I use an iPhone 8+.

You're not the only one. I get them as soon as I find out, always have, and never had a problem with my iPhone or my wife's and we've gone through 3 or 4 apiece upgrading over the years.

Currently 2 iPhone XRs.

The browser bar flipping to the bottom of the iPhone is annoying. Can I flip it back?

Go to Settings/Safari and select "Single Tab" vs. "Tab Bar".

Looks like no way to remove the 3 screen splitting dots at the top. Very annoying placement.
