the guy has no say what so ever about the very high recidivism rates,
he has no say about the current laws,
he has no say about the severity of punishment
he has no say about parole's or probation rates.

I would bet that if he thought that he was doing any good at his job at all , this would not be happening,

he's frustrated,

you don't want your phone stolen from your car, hide it.

you don't want your $600.00 bike stolen , hang on to it
