I’m considering a vehicle purchase, while looking at the carfax’s many go through AZ. No sale in the state, quick title issued, then retitled in another state often the original again, within days

I’m on a list for a new Lexus GX550 but starting to think it won’t be a big improvement over my current 20 4Runner pro which has led me to look at 2021 200 series, Land Cruiser/ LX570. Last of the 5.7 V-8’s. Not an inexpensive thought either way. I do really like the looks of the LX570 inspiration in white

Yeah. Are we talking about something legal?

Absolutely legal in some states, highly unethical in my opinion. It’s possible to get a “clean” title issued after a wreck, salvage, flood etc vehicle. MS was notorious for it for years

The actual state aspect isn't legal/illegal. It's just that those states didn't brand titles. Meaning they only issued titles, they didn't mark or have seperate titles "unrebuildable" or "salvage" or other.

Even in states that brand titles they still slip through the cracks, under 70% loss often will not have a branded titles as well as self insured, do your research on any vehicle if you want a virgin. The inspection prosses is only to make sure that they are not rebuilt with stolen parts and road worthy.
