Question on North Carolina drivers license. Login/Join

My daughter is a grad student at UNC Chapel Hill. She needs to get a NC driver's license.
According to the DMV website she needs proof of insurance with an insurance company that can sell policies in North Carolina.
The SUV she drives is registered in my wife's name in New Jersey. They don't sell policies in North Carolina. (plymouth rock teachers insurance).
I guess my main question is recommendations of NC insurance companies, and has anyone heard of insurance for a non owned vehicle?
Last year her car was totaled while parked at her apartment in NC. Our insurance paid for her new SUV.

Just because they don’t sell policies in North Carolina does not mean they can’t.

But why on earth do you have to provide proof of insurance to get a drivers license??? Just because you have a license does not mean you have to own a car.

My two daughters attended out of state colleges and had no trouble. The rates were higher than here because of population density. I owned both vehicles. State farm wrote the policies. The DMV is always seeking revenue.

I've never heard of needing a DL for the state of the school you're attending if you're an out of state student?!?
Seems a waste & a pain, if you don't intend to stay after you graduate.

That was my other question. Is she taking up NC as her permanent residence?

She has been there about 1 1/2 years, will be there another 3 1/2 years.
I think the university is asking her to get the license. Possible because she gets paid to attend.
After work tomorrow I plan on calling a few insurance companies to get a clear picture of what is needed.

She attended college in Georgia for 4 years and didn't need a Georgia license.

Regs could be clearer but my interpretation is the liability insurance is required if licensing a vehicle.

The car is registered and insured in New jersey in my wife's name. My daughter has lived away for school almost 6 years. Never a problem to have her license and registration in Nj.

Is she a resident of North Carolina or New Jersey?

Because if she is still a resident of New Jersey, but just going to school in North Carolina, she does not need to go through all this.

Keep the NJ license and registration

Why does your daughter need a North Carolina drivers license?
It sounds like:
She is a Phd candidate in an Academic Residency program. The school provides her a stipend. The school provides her a school ID. I do not understand the need for a state issued driver’s license requirement?

Some states require insurance before /maintain a driver's license issued bay that state.

Similar to the insurance and registration (tag) being tied together.

Lose insurance, your tag/registration is cancelled.

Fail to renew your tag/registration, your insurance is cancelled.

And in some states, the driver's license is part of the trifecta.

North Carolina is one of those states.

Nope. It’s to get a drivers license which is absolute nonsense!

Here is a footnote from the website.
quote:
An individual who does not own or drive a currently registered vehicle can still apply for a license but might be restricted to driving only fleet vehicles. To remove the restriction, they must present proof of financial liability insurance and pay a duplicate-license fee.
