US judge halts Trump's $400 million White House ballroom project for now

WASHINGTON, March 31 (Reuters) - A U.S. judge blocked Donald Trump on Tuesday from proceeding with construction of a $400 million ballroom on the site of the White House's ‌demolished East Wing, halting for now one of the Republican president's most visible efforts ‌to reshape the seat of American power.

U.S. District Judge Richard Leon in Washington granted a request for a preliminary injunction ​by the National Trust for Historic Preservation, a nonprofit organization that brought a lawsuit alleging Trump exceeded his authority when he razed the historic East Wing and launched construction without approval from Congress.

The decision by Leon, an appointee of Republican President George W. Bush, keeps the 90,000-square-foot ballroom project on hold ‌while the lawsuit continues.

Trump has championed ⁠the ballroom as a defining addition to the White House and a lasting symbol of his presidency. Leon's ruling marks a sharp setback for the ⁠Justice Department, which opposed the injunction and has defended the ballroom as an allowable alteration that modernizes the White House grounds.

The National Trust sued Trump and several federal agencies in December after the administration ​demolished the ​East Wing - originally constructed in 1902 and expanded during ​Franklin Roosevelt’s presidency - to make way ‌for what Trump has vowed will be the “finest” ballroom in the country.

The group argues that neither the president nor the National Park Service, which manages the White House grounds, had authority to tear down the historic structure or erect a major new facility without explicit congressional approval.

At a March 17 hearing, Leon pressed government lawyers on the Justice Department’s shifting explanations for the president’s authority, ‌calling the White House grounds a “special place” and an “iconic ​symbol” of the nation.

The Trump administration has said the ballroom ​will modernize infrastructure, bolster security and ​ease strain on the Executive Mansion, which often relies on temporary outdoor structures ‌to host large events.

Trump Signs Executive Order to Tighten Election Security

President Donald Trump signed a sweeping executive order on Tuesday aimed at tightening election security, saying the move will help ensure only eligible U.S. citizens vote in federal elections.

"I'm very happy to be signing the voter integrity, and I think it's going to be really great," Trump said during the Oval Office signing ceremony.

The order reinforces existing federal law that prohibits noncitizens from voting, while adding new tools for verifying voter eligibility and securing mail-in ballots. The White House framed it as part of the federal government's duty to enforce election law and restore trust in election outcomes.

Trump argued the action was necessary due to what he described as ongoing concerns about federal election practices.

"This came up with some great legal minds. They looked at the various documents and everything that was going on, because the cheating on mail-in voting is legendary," he said.

"It's horrible what's going on."

At the center of the order is a new "State Citizenship List," to be compiled by the Department of Homeland Security in coordination with the Social Security Administration. The list will identify individuals confirmed to be U.S. citizens over age 18 and living in each state, using federal data sources.

State election officials will receive the lists ahead of federal elections to help verify voter eligibility. Individuals will also be able to review and correct their information.

The administration said that being on the list does not automatically register someone to vote.

Trump said the order is part of a broader push for election reforms.

"I think this will help a lot with elections," he said.

"We'd like to have voter ID; we'd like to have proof of citizenship. And that'll be another subject for another time," Trump said.

"We're working on that. You would think it'd be easy. It's a 98% issue for Republicans ... and it's 86% with Republicans and Democrats."

The order also directs the attorney general to prioritize investigations into election-related violations, including cases where ballots are sent to ineligible individuals or are improperly handled.

Mail-in voting is another major focus. The order instructs the U.S. Postal Service to develop stricter rules, including barcode tracking and clear "official election mail" markings to help secure ballots.

In his remarks, Trump sharply criticized Democrat leadership over voter ID opposition.

"The leaders of the Democrats cheat. The only people that don't want to do voter ID are people that cheat. There's no other reason for it," he said.

"They've all sorts of reasons, excuses, but it's all nonsense. They want to cheat."

Before signing the order, Trump said, "So if you don't mind, I will take some time, and I'll make this signature absolutely perfect."

He signed with a black marker.

"OK, so that's a big deal. I'm very proud of it," Trump said after signing.

"We want to have honest voting in our country, because if you can't have honest voting, you can't have, really, a nation."

Republican National Committee Chair Joe Gruters praised the move.

"Voters deserve elections they can trust, and with today's executive order, President Trump is restoring that confidence," Gruters said in a statement.

"The RNC fully supports his action to secure mail-in ballots and stop non-citizens from voting. Protecting America's ballot box isn't optional — it's the foundation of our republic."

President Donald Trump is scheduled to address the nation on April 1 to give an update on the military operation in Iran, according to the White House.

White House press secretary Karoline Leavitt said in a post on X that the president will provide “an important update” about the ongoing war at 9 p.m. ET on Wednesday.

During a White House press conference on March 31, Trump indicated that the U.S. military may conclude its combat operations against Iran within weeks.

“I would say that within two weeks, maybe two weeks, maybe three. We’re hitting them very hard. Last night we knocked out tremendous amounts of missile-making facilities,” he told reporters.

“We’re finishing the job, and I think within, maybe two weeks, maybe a couple of days longer, to do the job. But we want to knock out every single thing they have.”

Trump said while there is a possibility of reaching a deal with Iran to end the military operations for Tehran’s surrender of its nuclear weapons program, the operation could still be ended without any deal.

Trump’s Jan. 6 Speech Not Covered by Immunity: Judge

The ruling came in civil lawsuits filed against the president for his comments on Jan. 6, 2021.

President Donald Trump’s speech in Washington on Jan. 6, 2021, was not an official act and is thus not covered by immunity, a federal judge said in a March 31 decision.

“President Trump has not shown that the Speech reasonably can be understood as falling within the outer perimeter of his Presidential duties,” U.S. District Judge Amit Mehta ruled.
Trump’s speech on Jan. 6, 2021, was given to a rally at The Ellipse, about 1 mile from the U.S. Capitol.

Lawmakers and others sued Trump, claiming his speech incited the crowd to go to the Capitol and riot.

Trump had sought a dismissal of the lawsuits, arguing he is entitled to immunity for official acts as president and that the speech was an official act.

Supreme Court justices ruled in 2024 that presidents enjoy immunity for core official acts, and presumptive immunity for acts within the outer perimeter of duties, but that unofficial acts are not covered.

Mehta said that contextual facts, such as that White House personnel were not involved in planning the Jan. 6 rally, besides securing an exception for the placement of the stage, supported the position that Trump’s speech fell outside his presidential duties.

The speech was made as then-Vice President Mike Pence and members of Congress met in a joint session to certify the results of the 2020 election and featured Trump urging them to consider alternate slates of electors and saying he, not Joe Biden, had actually won the election.

Mehta said the speech was focused on promoting his alleged 2020 victory, rather than on carrying out official duties, such as ensuring the faithful execution of laws.

“The content of the Ellipse Speech confirms that it is not covered by official-acts immunity,” he wrote.

Damon Hewitt, president and executive director of the Lawyers’ Committee for Civil Rights Under Law, which is representing some of the plaintiffs in the consolidated case, said in a statement that “today’s ruling affirming that Donald Trump is not immune from civil liability is a monumental victory for the rule of law, affirming that no one, including the president of the United States, is above it.”

He added, “The court rightly recognizes that President Trump’s actions leading to the January 6 insurrection fell outside the scope of presidential duties.”

Lawyers for Trump did not respond to a request for comment by publication time.

The ruling denied Trump’s motion to dismiss the case and means the litigation will proceed, although the judge did agree to a request from the president’s lawyers to certify certain issues for appeal, including the new decision.
