$1,000 in fines is not NEARLY enough to warn off the imbeciles who will follow this guy.
As a frequent visitor to several NWRs, I would be a strong advocate of mandatory minimum jail time - even as little as a few days - along with 10x those fines to reinforce the point.
The instruction is simple and a simple one to follow: "Don't mess with the wildlife."

How "elevating" to get a bison nose in your twat! Some people will do almost anything for a thrill. Will this evolve to an Instagram "challenge?" Seems an extreme way to get a nose ring to labia piercing transplant. No fatties need to participate.

I’ve been that close to one of Yellowstone’s male bison.
But it was on his terms, not mine. He was out for an early stroll straight through my campsite. I did not attempt to dissuade him. Strange, that for so massive an animal, they are really quiet when moving, so quiet it snuck up on us. Mind, none of us had our coffee.
As a toddler, I managed to get into this arrangement with Yellowstone bears:
Mother ——- bear cub ——- Me ——- momma bear
Mother and momma bear figured it out without any theatrics:
Mother ——- me ——- bear cub ——- momma bear
and everyone went on their merry way.
Understand folks, Yellowstone is the animals’ home. Do you act the fool in others’ homes?

I blame it on Disney, the word "park" being used to describe these places, and a bit of Main Character Syndrome.
Disney tells us that the animals all want to be our friends, they're docile and snuggly and like scritches behind the ears like your cat at home.
If it's a park, the animals must be some sort of trained attraction, right? Like they wouldn't just let the animals roam freely, right? They probably bring them in at night and make sure they're fed kibble throughout the day.
And finally, if you're the main character in your story, nothing bad can happen to you. That's something that happens to other people, the extras in the story of your life. People forget, or rather never realize, they're all Rando Calrissian out here. At the end of the day they're just a number and nobody gives a shit if they're mauled by a cougar, or punted into a geyser by an angry bison. Except for the amount of paperwork they generate from their death, nobody will ever know, or care, about them.

Yep, I saw the same thing in South Dakota while returning from Sturgis one year. I was on the Gold Wing and blew the horn to alert them. They looked at me like I should'nt be there.

A ranger was in the visitor center when we visited Teton NP and was relaying a story of some college kids he witness drive up and and slap a bison on the rear. Bison proceeded to head butt their car and leave severe metal and window damage. Ranger pulled them over and said I’m pretty sure the body damage to the car exceeds the ticket price and chastised them but didn’t ticket them. I would have.

My next door neighbor is an ER doc in Pensacola but spent the first part of the last decade in Bagram as an airforce doc. His ER stories sewing up Florida man are much better than his war stories.

I visited Yellowstone in March. The only way in during winter is overland with snowmobiles, snowcats or specially outfitted vans. We rode in a van, the driver was well versed in everything Yellowstone and it was great to listen and learn.
He talked about bison. Aside from being very large, they get angry and will focus on a target. Sometimes there is a delay, it seems they have a short term memory. He was VERY cautious when bison were on or near the road.
We encountered bison during hikes and cross country skiing. We followed his advice (give them a wide berth, don't attract attention and don't establish eye contact) and had no problem. For the record, I love seeing wildlife from a respectful distance.
I have seen really stupid shit including a guy sticking a camera in the face of a large, juvenile moose then taking a photo with flash. I thought for sure we were going to witness a moose stomp. I have lost count of the tourons ignoring safety rails and perching on the edge of cliffs, very high cliffs.
IMHO, significant fines, jail time and lifetime bans are warranted.

I detest the bus loads of tourists being unloaded. I remember yelling at a few of them that did not walk on the path and walked right on the geyser. Why can't we 10x their visas to help protect our parks?
