It happens. Having sat through a few public comment periods, the time would have been much better spent if some folks were able to simply say, “I signed up to speak, but Billy Joe cover most of my points. I’d like to emphasize I agree with everything he said and I only have <x> to add.”

If my job included sitting through those periods, I’d heartily support shortening them.

Normal if people let them do it. Most people don't vote in local elections and only become concerned when it affects them personally. Very few learn the rights of citizens and the steps needed to vote out a mayor and city council. Even if they do, it takes someone to organize the effort to run the process as well.

We've seen examples of school boards all voted out at once by a group of organized people that learn the state process. That's very rare, though.

Tomorrow is County Commission. We have 2 public comment periods at the beginning and end of our meeting. Our Open Meeting Act only requires 1. We allow 5 minutes.

Governing bodies different in the 1960s ?

The 75 y.o.'s and 80 y.o.s at lunch we're just about busting at the seams.

It made me wonder if there is very big gap
Between
People who understand politics and want to be involved.

And
Those people who don't understand and just Want people to work for them.

In a small suburb in central Iowa, the city council would listen politely as people spoke. Most all decisions seemed to be made privately in advance so the council was mostly a show.

Issues and complaints called in to the city were all quietly screened and only rarely relayed to city council members. If a citizen wanted to be heard, their best option was to meet and talk to each council member separately. In that way they would all at least know your side of it. If multiple people all did this about the same topic, it would get their attention.

When talking to a state representative once, they said they needed to hear the same message from at least 6000 people for anything to have a chance of implementing change.

Part of what you are likely referring to in the first sentence is a "consent agenda." It can keep meetings tolerably short.
