There is no national market for insurance. Perhaps there should be. But it is regulated by the States. In order to solicit business, you must be licensed in the state where the customer resides. I have an insurance license (life, health) in Missouri, but if I have a client who resides in Illinois I have to get licensed in Illinois. "Some things are apparent. Any business providing insurance products in NYS must be licensed to do so by NYS. Neither the NRA nor it's insurance provider were licensed to provide their products in NYS.
